Due to COVID-19, student enrollment process at the Karen Kendall Welcome Center will be conducted virtually.

Please see below for the process to enroll new students into Newport-Mesa Unified School District.

In order to use the virtual system for change of address or pre-enrollment, you must have a Google account.  Create Your Google Account

To complete a change of address or pre-enrollment, complete the steps outlined below and you will be on your way to a successful school experience.

  • The Residency Verification Affidavit Form must be completed for all incoming students and those currently attending Newport-Mesa Unified School District who have recently moved.

  • Current Students who moved within Newport-Mesa Unified School District school boundaries, will only provide documents stated in Step 1: Address Verification.
  • New and Returning Students who have been out of the district for 12 consecutive months or more, please provide documents stated in Step 1: Address Verification and Step 2: Pre-Enrollment.
  • You will be required to upload all your documents at the time of submission into our virtual system.

Address Verification is required for new students and any current students who have moved within the Newport-Mesa Unified School District boundaries.

The Residency Verification Affidavit Form needs to be completed for all incoming students and must be submitted at the time of upload. 

OPTION 1:  Primary Homeowner or Leaseholder

Section 1: Please review the items below to indicate the form of verification of identity you will submit as the student's parent, caregiver, licenses foster agency or group home representative, or California Superior Court-appointed legal guardian:

At least one item from the section below must be provided.

  • State Issued Identification with residence property address listed, or  Residency Verification Affidavit Form.
  • If an agent or representative of Social Services of Foster Care agency, appropriate identification.

Section 2: Verification of current residence must match the address verification being verified, and one of the following documents must be provided: (PO Box addresses are NOT accepted)

  • Property tax bill with parent/guardian name and property address. To obtain a copy of this document, contact your local Treasurer Tax Collector's office at: (714) 834-3411.
  • Rental/ Lease agreement with parent/guardian name and address, including the property management's owner's contact information.  If rental/lease agreement is not current, please provide the agreement with the previous two months rental receipts with the property management's/owner's contact information.

Section 3: Verification of current residence must match address being verified and one of the following documents must be provided: (Disconnection Utility Notices are not accepted)

  • Current  Utility Bill (Gas or Electric)
  • Current Phone Bill
  • Current Income Tax documents
  • Current Vehicle Registration
  • Current Medi-Cal Letter of Approval
  • Current Women, Infants, Children (WIC) Letter

OPTION 2:  Co-Residents (Renting a Room)

Section 1: Please review the items below to indicate the form of verification of identity you will submit as the student's parent, caregiver, licenses foster agency or group home representative, or California Superior Court-appointed legal guardian:

  • State Issued Identification with Residence Property Address listed, or Residency Verification Affidavit.

Section 2:  The parent/guardian/caregiver who is co-residing (renting a room) with another family or individual is required to provide one of the following documents below:

  • Current Vehicle Registration with parent/guardian name and current address
  • Current Payroll Stub with parent/guardian name and current address
  • Current Bank Statement with parent/guardian name and current address
  • Current Income Tax Document with parent/guardian name and current address
  • Current Medical Letter of Approval with parent/guardian name and current address
  • Current Women, Infants, Children (WIC) Letter with parent/guardian name and current address

Section 3:  The Primary Homeowner or Leaseholder must provide one document from each section in Option 1.


OPTION 3:  US Military Personnel Only, 

Section 1:  Photograph of U.S. Uniformed Services ID (front & back)

Section 2:  TWO of the following documents must be provided:

  • Active Duty Military: Copy of active duty military (PCS) orders (SSN Redacted)
  • Retired/Separated: Copy of retirement/separation orders and final DD-214 (SSN Redacted)
  • Proof of Residency: Lease agreement or closing disclosure (formerly HUD-1)
  • Letter in lieu for Expedited Military Family Enrollment is acceptable.

Use the Address Verification/ Pre-Enrollment Virtual System to submit your request.

If you are the student's caregiver, you must present a Caregiver's Affidavit form.

For students completing a change of address only, you will receive an email with the address verification confirmation ticket after you have completed Step 1. 

For students requesting Pre-Enrollment, you will receive an email with the address verification confirmation number after you have completed Step 1 and Step 2.

If you are a new or returning student who have been out the district for 12 consecutive months, proceed to Step 2.

The Pre-Enrollment process and required documentation  is needed for all new students or students returning after being out of the District for 12 consecutive months or more.

We cannot process your child's Pre-Enrollment without the documents below.

Parent/Guardian must provide the following documents

The following documents are required for entry into any of the Newport-Mesa Unified School District schools.

# 1:   Verification of Age

Proof of Age can include a certified copy of a birth certificate, copy of a birth records or statement by the local registrar, or a county recorder certifying the date or birth, or a baptism certificate duly attested, or a passport, or when none of the forgoing is obtainable, an affidavit of the parent/guardian or custodian of the minor, or any other appropriate means of proving the age of the child.

# 2:   Immunization Card (Up to date for school entry)

# 3:   Student Physical Exam and Tuberculosis Screening Form (Pre-K - 1st Grades Only)

For Preschool, TK-12 Immunization Requirements; Preschool, TK-1st Physical Exam and Tuberculosis Requirements, please visit the Newport-Mesa USD Health Services Department.

# 4:   Custody, Guardianship, Restraining Order - if applicable

The parent/guardian must provide a copy of the court order.

# 5:   Report Cards/ Transcripts 

#6:    504 Plan/ Individualized Education Plan (IEP) - If applicable

Please note that the school will ask for a current report card or transcript, as well as any 504 Plan and IEP information to your student in order to help place them in school.

Record Request Form can also be obtained from either the enrollment website, the Karen Kendall Welcome Center, or your local school.

Online Pre-Enrollment Process information:

Before completing the Online Pre-Enrollment process for your student, you will need the following information:

  • General information about the student
  • Parent/Guardian's home and work address and phone number
  • Emergency contacts information (relationship to student, name, address, and phone numbers)
  • Physician's name and contact information
  • Information on student's health and dietary issues, medications being taken
  • Information of the previous school attended
  • A valid email address for Parent/Guardian with password. If you do not have an e-mail account, please create one now. An email will be sent as part of the Pre-Enrollment process. Since some email services block our automated message, we strongly recommend adding abi@nmusd.us to your Safe Sender list or Contacts.

To begin the Oline Pre-Enrollment Process

  • You will need the Address Verification Confirmation Number (This will be issued once all documents are received in Step 1: Address Verification and Step 2: Pre-Enrollment)
  • Please visit the Pre-Enrollment Verification Webpage and enter the Address Verification Confirmation Number.
  • After completing, upload a signed and dated copy of the Aeries Online Pre-Enrollment to the virtual enrollment system.

Please Note: Address Verification Confirmation Numbers have an expiration date. This is the time allowed for the parent/guardian to complete the Online Pre-Enrollment. If you missed this deadline, please email NewStudentEnrollment@nmusd.us

Wait for a representative from the Welcome Center to reach out to you to finalize the process. Welcome Center Staff will attempt to contact you via email so please check your inbox regularly.

IMPORTANT NOTICE FOR THE MONTH OF JULY:  With school closed for summer break and limited staff, families will be contacted at the end of July to complete the enrollment process.

Once online Pre-Enrollment is completed, families will be contacted by the school to finalize the enrollment process.  Please remember that the enrollment process is not complete until your student's information and supporting documents have been accepted by your local school.
