City of Costa Mesa

The City of Costa Mesa is the agency responsible for reserving sports/athletic fields for all NMUSD sites located in the city of Costa Mesa, beginning at 4:00 pm at the elementary and intermediate schools and after 5:00 pm at the high schools during the school year, and exclusively during weekends, holidays, and school breaks.

COVID-19 has been declared a worldwide pandemic by the World Health Organization and is believed to spread mainly from person-to-person contact.  As a result, federal, state and local governments and health agencies recommend special precautions to prevent its spread.

In an effort to adhere to these recommendations NMUSD will allow approved activities in accordance with CDPH guidelines.

Descriptions of approved activities can be found in the Modified Facilities Use Guidelines.

All Facilities Use requests must include a completed COVID-19 Use of Facilities Addendum as well as a Safety Plan as outlined in Section 3 of the Modified Facilities Use Guidelines for COVID-19 document.

Request Use of School Facilities Procedure

An activated Facility Use Permit is required for ALL ACTIVITIES taking place on District Facilities during non-school hours (after regular school hours, weekends and certain holidays). 

Please read the  “Use of Facilities Under the Civic Center Act Rules and Regulations” as well as the Modified Facilities Use Guidelines for COVID-19 document to ensure your event will be permitted.

All requesters must complete and submit a Request for Use of School Facilities.

Prior to the first date of the requested event the following documents are required for activation of your permit:

  • Updated Certificate of Insurance
  • Payment of Invoice
  • Safety Plan
  • Completed COVID-19 Use of Facilities Addendum
  • Any special documents requested (Participant Roster, etc.)


Important Reminders:

  • The Facilities Use Department does not calendar site use. Each school site is responsible for calendaring events and making sure there are no conflicts.
  • Requests submitted less than (21) days prior to the event may not get approved.
  • Be sure that all required information is included in request details.
  • All permit requests MUST include dates and times of use, estimated attendance and contact information for the individual requesting the permit.
  • Outside organizations MUST have a Certificate of Insurance for 1 million dollars accompanied by an Additional Insured Endorsement, listing N-MUSD as additional insured, on file in the Facilities Department prior to the first requested event date or the request will not be activated.
  • All invoiced fees MUST be paid at least (7) days prior to the first requested event date.  Event requests may be cancelled/denied due to non-payment.
